I have been working very hard with other ciizens to minimize environmental destruction of a very large project. In the last quasi-judicial hearing, after hours of compelling testimony by opponents of the project and its rezoning and GDP, public comments were closed by the Commission. Then, in response to concerns of several Commissioners, the applicant offered several stipulations that were of questionable value toward minimizing environmental destruction, or even outside the ability of the applicant’s legal rights (e.g., not allowing boats in a canal connected to navigable waters). These stipulations were made in an attempt to win the votes of one or two more Commissioners. Because of the late hour, the hearing was continued and will be resumed in less than 4 weeks.
The opponents (citizens, organizations, expert witnesses) were given no chance to respond to these stipulations.
Can you please reply soon, the hearing will be continued in 4 weeks. Allowing the developer applicant to offer stipulations at that point in the hearing seems completely unfair and therefore most likely not legal. Otherwise, every developer would just save concessions as stipulations to his most self-interested version of his GDP, and thus eliminate any public opposition or even comment on those stipulations.
Can you offer any legal suggestions as to how we can stop or change this very unfair hearing, or at least force public testimony to be reopened?

I am seriously inquiring as to where in Florida a tiny house (350 – 400 sq. ft.) might be permitted as the sole dwelling. I very much want to buy a piece of rural land and build such a home for myself. Please help me find out if/where there may be the appropriate zoning. I have been researching how to own my own land to build on (as opposed to renting or living in an RV park), and my search has landed me here. I am talking about building a very nice, custom home. Ideally, I would like it to be a stationary home. Again, please advise and I most sincerely thank you for your time.
